July operations update and board cleanup

Starting in July, the board structure is simpler. General, Questions, Resources, Reviews, and Notices remain the core categories.

Questions now include writing examples, and Resources includes a clearer source-credit recommendation.

Existing posts remain in place, but duplicate tags will be cleaned up. Leave feedback in the notice comments.
